Job Specifics

Duties Description Major Activity: Receive, Audit and Review Invoices
Estimated percentage of time spent on this activity:

• Receive invoices for all types of procurements to satisfy OSC’s payment obligation. Invoices include, but are not limited to, regular purchase orders, blanket purchase orders, contracts, Interagency billing, JPMC credit cards, etc.
• Receive invoices from ERS Legal and ERS Disability unit for direct payment to Doctors, Hospitals, and Court Reporters and for Testimonies.
• Audit and review invoice for accuracy and match to Purchase Order where necessary.

Major Activity: Monitor the receiving of goods and services
Estimated percentage of time spent on this activity:

• Request & receive proof from within the Agency that goods or services were received, in good order or as requested.

Major Activity: Process various payments
Estimated percentage of time spent on this activity:

• Prepare vouchers for payment using the Statewide Financial Management System (SFS).
• Maintain payment records. Download/upload invoices into SFS/Filenet.

Major Activity: Reporting and Communication
Estimated percentage of time spent on this activity:

• Interact with OSC purchasing liaisons and vendors doing business with OSC.
• Assist in the preparation of reports.
• Respond to requests for payment information.
• Assist in the reconciliation of financial reports.
• Monitor and maintain Accounts Payable group mailboxes on a daily basis.
• Sort/distribute Finance Office incoming physical mail if needed.
• Respond to inquiries received from the AP phone line.

Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

70.1 Transfer:

For a 70.1 transfer to an Office Assistant 3 Calculations, SG-14, you must have one year of permanent competitive service in an approved 70.1 title allocated to a salary grade 12 or above.

Additional Comments Knowledge, skills, and abilities:
(1) Experience processing payments or reimbursements through the Statewide Financial System (SFS).
(2) Knowledge of State Finance Law.
(3) Knowledge of the NYS Guide to Financial Operations.
(4) Experience with Microsoft Office Suite and excel spreadsheets.
(5) Ability to manage multiple priorities.
(6) Excellent oral and written communication skills.
(7) Ability to interact with others in a professional manner and using discretion always.
(8) Organized and detail oriented.
(9) Able to understand, monitor, update or enhance existing work processes.
(10) Has effective verbal and written communication skills.
(11) Self-motivated and able to work independently.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
