Duties Description The Environmental Program Specialist 3 (EPS3) will serve as Chief of the Technical Support Section in the Bureau of Quality Assurance. They will be the Division of Air Resources (DAR) Information Resources Coordinator (IRC) as well as the Information Technology Service Management (ITSM) designee which will address all IT needs for DAR. They will also be the liaison with ITS staff and the DEC Office of Compliance, Risk, Innovation, and Strategic Planning. They will supervise staff responsible for coordinating all training activities for DAR and will also act as a backup and provide IT support to DAR staff for virtual training and meetings. The EPS3 will be responsible for supervision and coordination of all air quality related social media activities and outreach efforts for DAR including the development of DAR’s monthly online “AirMail” publication which requires coordination with the Division of Communications, Education & Engagement (DCEE). They will also be responsible for responding to public inquiries as needed per management request. The EPS3 will supervise staff and act as backup to staff responsible for the posting and maintenance of all DAR related web content (public and InSite). The section is also responsible for processing new user applications as well as creating and updating user accounts for the Air Certification & Emissions (ACE) electronic reporting system which allows NYS Title V facilities to submit reports electronically. They will also be responsible for health and safety activities on behalf of DAR and act as the liaison with the DEC Health & Safety Office. The EPS3 will be responsible for monitoring five shared email boxes in the section. These email boxes share work duties as described above and must be closely monitored to ensure all questions from staff, the public, and the regulated community are addressed in a timely manner. The EPS3 will prepare section budgets and review expenditures.
Essential Functions:
Must be able to solve problems and make decisions.
Must possess strong communication skills to effectively communicate program findings and information to State and federal counterparts, the regulated community, and general public in a clear and professional manner.
Must be able to supervise the work of subordinate employees, interact professionally with co-workers and supervisors, and work collaboratively in team settings.
Must be able to prepare detailed, technically accurate, well-written technical and fiscal reports.
The ideal candidate will possess extensive computer and database management knowledge and technical skills. This includes the use of Microsoft Excel, Word, and PowerPoint along with the knowledge to manage and navigate large data sets, prepare queries, and generate output reports.
Effective use and knowledge of the Microsoft Teams and SharePoint platforms.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 25 or higher and:
Eligible for transfer under Section 70.1: Permanent competitive service as a Environmental Analyst 3, Environmental Assistance Administrator, Professional Geologist 2, and Public Participation Specialist 4.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
