Duties Description Under the direction of the Health Program Administrator 2 (HPA2), the Health Program Administrator (HPA) will plan and monitor timely completion of the annual assessment and testing of internal controls to ensure compliance with the Governmental Accountability, Audit and Internal Control Act and the Division of Budget’s Budget Policy and Reporting Manual B-350 Governmental Internal Control and Internal Audit Requirements. The HPA will support: development of the annual risk management survey used to evaluate internal controls for each major function; develop and manage to a timeline for when the risk management surveys will be completed; update Health's internal control policies; draft internal control communications to send to Health Staff; identify and share best practices; respond to questions program managers have in completing the risk management survey; meet with directors to go over their program manager’s reports prior to their certification; prepare the B-350 certification; and ensure timely submission to DOB no later than April 30th each year. The HPA will also maintain a database of corrective actions identified through the annual internal control testing, following up quarterly on the status of implementation as well as on the date of expected completion to confirm corrective action is completed timely in an effort to limit/mitigate risk. In addition, the HPA will train staff on internal controls, including internal control testing, and completion of the annual risk management survey; educate employees about the importance of risk management and internal controls by drafting newsletters, and maintaining the Risk Management SharePoint site with current resources and articles.
Minimum Qualifications Trainee 1: Bachelor's degree or higher
Trainee 2: Either One year of professional experience *; OR
A Juris Doctor, master's or higher degree in a field related to the position being filled **
For the Full Performance Level you must also have:
Either 1. Two years of professional experience*; OR A Juris Doctor, master's or higher degree in a field related to the position being filled** AND one year of professional experience*.
*Professional experience must be performing the duties of the full performance level position.

Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.
Preferred Qualifications: The ideal candidate will have knowledge of internal controls, the ability to efficiently use Survey Monkey, effectively communicate with personnel at all levels (verbal and written); use analytical, critical thinking, and organization skills with the ability to process information quickly; perform duties with the highest level of integrity and discretion.
Additional Comments This position is part of the NYS HELPS program. No examination is required.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
