Duties Description The SMOCC Duty Officer (Health System Specialist 1 EMC) serves as the on-shift supervisor for the State Medical Operations Coordination Center (SMOCC), leading a team of Communications and Paramedic Communications Specialists in a fast-paced, mission-driven environment. This position plays a vital role in maintaining real-time awareness of New York State’s health care system and coordinating timely response actions with EMS agencies, hospitals, and other regulated facilities.
Duty Officers are responsible for supervising shift operations, managing critical incident communications, and ensuring the accurate flow of information between front-line facilities and Department of Health leadership. They also support the coordination of EMS Task Force field deployments and maintain operational readiness for all SMOCC activities.
This position follows a 12-hour rotating shift schedule, including day shifts (7:00 AM – 7:00 PM) and night shifts (7:00 PM – 7:00 AM). Shifts include weekdays, weekends, and holidays, with an average of 3–4 shifts per week.
The SMOCC Duty Officer serves as the shift supervisor for the State Medical Operations Coordination Center (SMOCC), the Department of Health’s centralized hub for real-time monitoring, coordination, and response support related to the state’s healthcare and emergency medical services systems. Originally established during the COVID-19 pandemic, SMOCC now operates as a permanent, 24/7 center supporting incident response, health care system situational awareness, and coordination with regulated entities during both emergency and non-emergency events.
Duty Officers supervise SMOCC Communications Specialists and Paramedic Communications Specialists assigned to their shift, ensuring that critical tasks are completed accurately and efficiently. They assign responsibilities, provide direction, troubleshoot operational issues, and serve as the lead point of contact during shift operations. The Duty Officer is also responsible for managing shift transitions and maintaining operational continuity around the clock.
SMOCC functions as a 24/7 call and coordination center, receiving incident reports and assistance requests from hospitals and other regulated healthcare facilities. The Duty Officer oversees the collection, verification, and prioritization of incoming information, ensuring that appropriate notifications are initiated and escalated to DOH executive staff, relevant program areas, and the New York State Watch Center at the Division of Homeland Security and Emergency Services.
Duty Officers produce briefings and summaries for leadership, maintain situational awareness of emerging issues, and facilitate coordination with EMS agencies, hospitals, nursing homes, adult care facilities, and other licensed health care providers. A key responsibility of the role includes coordinating the deployment, tracking, and support of EMS Task Force field assets during emergencies, special events, and planned missions, ensuring deployed teams receive timely situational and logistical support.

Minimum Qualifications Competitive: Current NYS employee with one year of permanent or contingent-permanent, competitive service as a Health System Specialists 1 (EMC)
Non-competitive via NY HELPS: New York State DOH Emergency Medical Technician-Basic (EMTB), or Advanced EMT – Intermediate (AEMT-I) certification; and four years of administrative experience in an EMS program. Administrative experience includes work as a professional EMS planner; county or regional emergency medical administrator/coordinator, administrator or officer position with an ambulance squad, or EMS educator or trainer
Preferred Qualifications: Certifications / Licenses: Incident Command System (ICS) certifications (e.g., ICS-100, ICS-200, and IS-700) preferred; Emergency medical services certification preferred but not required.
Experience: At least 1 year of experience in emergency management, public health, or healthcare operations preferred.
Knowledge / Skills / Abilities: Knowledge of emergency preparedness and response operations, particularly within healthcare systems; Strong analytical and problem-solving skills to evaluate incident data and recommend actionable solutions; Proficiency in maintaining operational databases and emergency communication systems; Strong interpersonal and communication skills for engaging with diverse stakeholders.
Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
