Duties Description The incumbent will report to the State Preparedness Training Center (SPTC) and will provide the first responder community with relevant training focused on Homeland Security, natural disaster preparedness, and recovery, and weapons of mass destruction. Duties may include but are not limited to:

• Research, compile and interpret data for the development of training programs with an emphasis on safety.
• Assist with performance and needs assessments.
• Coordinate with logistics personnel to obtain equipment required for course delivery.
• Evaluate programs and make recommendations for revision.
• Establish and review safety protocols and procedures for courses.
• Deliver training curricula ensuring that training objectives are met in a safe manner.
• Review and analyze applicable policy, programs, legislation, and research studies.
• Prepare all necessary correspondence, reports and evaluations of courses delivered at the State Preparedness Training Center with an emphasis on safety.
• Supervise and schedule part-time training technicians while administering required trainings.
• Deliver training curricula, ensuring that training plan objectives are met.
• Audit training programs and conduct analysis of compliance with training standards.
• Provide technical assistance in assigned areas.
• Participate in work-groups with other partners and stakeholders as assigned.
• Develope and refine curricula for specific training courses.
• Maintain various web-based programs.
• Provide all around course management and safety.
• Prepare training and cost proposal supported by state and federal funds.
• Perform other duties and complete other assignments as required.
• Travel may be required up to 10%, some of which may be overnight.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

A bachelor’s degree and two years of qualifying experience*;
OR
an associate’s degree in criminal justice, public justice, police science, or law enforcement and four years of qualifying experience*;
OR
60 semester credit hours, including or supplemented by 12 semester credit hours in criminal justice, public justice, police science, or law enforcement and four years of qualifying experience*.

*Qualifying Experience: Local, state, or federal experience as a police officer, probation officer, parole officer, correction officer, or military police officer in any branch of the armed forces. Military police officer candidates must have received an honorable discharge or under conditions in the NYS Restoration of Honor Act. All qualifying experience must have been gained after basic/recruit training. Time served for basic/recruit training will NOT count towards the qualifying experience.

Transfer Opportunity: Current New York State employees with one year or more of qualifying permanent service in a position allocated to a Grade 16 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

Additional Comments **This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
